From payment pauses to failed forgiveness, borrowers have had to deal with so much back and forth from the government, they could probably sue for whiplash.\n    <\/p>\n<p>Now that borrowers are finally moving forward with their student loans, let\u2019s take a look at some of the highlights (or should we say lowlights) in student loan updates since 2020\u2014starting with President Joe Biden\u2019s latest forgiveness plan.\n    <\/p>\n<h2>Biden\u2019s Latest Student Loan Forgiveness Plan (In-Progress)<\/h2>\n<p>Since President Biden\u2019s student loan forgiveness plan got shot down earlier this year, he\u2019s trying a plan B\u2014but it\u2019s not looking likely.\n    <\/p>\n<div class=\"BlogInsert-copy\">\n<p>Pay off debt fast and save more money with <em>Financial Peace University<\/em>.<\/p>\n<\/p><\/div>\n<p>This time, Biden is hoping to use the Higher Education Act (HEA) of 1965 to make good on his campaign promise to forgive student loans. The same act that created Pell Grants and Stafford Loans allows the Secretary of Education to cancel or reduce student loans for certain people, including public servants or those who are permanently disabled. The Biden administration is currently working to revise the HEA (through a process called <em>negotiated rulemaking<\/em>) to change who is eligible for relief and how much student loan debt can be forgiven.\n    <\/p>\n<p>It&#8217;ll take at least several more months for this plan to shape up. But you can bet it\u2019ll be challenged like the last one\u2014and maybe even end up in front of the Supreme Court yet again. So, if you\u2019re counting on Biden to forgive your student loans before his time in office is up, don\u2019t hold your breath.\n    <\/p>\n<h2>Student Loan Payments Resume (October 2023)<\/h2>\n<p>After a three-year hiatus, federal student loan payments started back in October 2023. Yep, the student loan relief payment pause that was extended a total of <em>eight<\/em> times has officially come to an end. That means student loan servicers are back in action, sending out bills to borrowers once again.\n    <\/p>\n<p>Student loan interest also started back on September 1, 2023. During the pause, interest was set to 0%. But now the interest on your student loans is back to whatever it was before the pause. And even though Biden set in place a temporary on-ramp transition period that keeps borrowers from defaulting on their student loans, the interest will still make your balance grow! In other words, you can\u2019t afford to ignore your student loans\u2014so get on top of your payments <em>now<\/em>.\n    <\/p>\n<h2>SAVE Plan: Biden\u2019s New Student Loan Repayment Plan Opens (August 2023)<\/h2>\n<p>President Biden\u2019s new income-driven repayment (IDR) plan, called the Saving on a Valuable Education (SAVE) plan, officially opened for enrollment in August 2023.<sup>1<\/sup> This replaces the current REPAYE plan\u2014so anyone already enrolled in REPAYE will be automatically put into the SAVE plan.\n    <\/p>\n<p>What exactly is Biden\u2019s SAVE plan? Well, just like the other IDR plans, your monthly payment is based on your income and family size. But with the SAVE plan, the income exemption is increased from 150% to 225% of the poverty line and borrowers won\u2019t be charged for unpaid monthly interest.<sup>2<\/sup>\n    <\/p>\n<p>Basically, this boils down to borrowers having extremely low monthly payments on this plan\u2014and some people owing even $0 a month.\n    <\/p>\n<p>But while the SAVE plan seems like it\u2019s doing you a favor, it\u2019s really not. Remember, smaller payments mean smaller progress on your student loans. So, IDRs like this one only drag out your debt for longer. If you do get enrolled in this plan, you\u2019ll still want to aim to pay more each month!\n    <\/p>\n<\/p><\/div>\n<div>\n<h2>Supreme Court Strikes Down Biden\u2019s Student Loan Forgiveness Plan (June 2023)<\/h2>\n<p>In a 6-to-3 decision, the Supreme Court struck down\u00a0Biden\u2019s student loan debt relief program\u2014which would have forgiven up to $20,000 in student loans per borrower.\n    <\/p>\n<p>Biden announced his forgiveness plan in August of 2022. And after nearly a year of legal battles, the Supreme Court ruled that the Department of Education didn\u2019t have the authority to \u201calter large sections of the American economy\u201d without authorization from Congress. The Biden administration argued the forgiveness plan was legal under the 2003 HEROES Act.<sup>3<\/sup>\n    <\/p>\n<p>While this news left a lot of student loan borrowers disappointed, it confirmed what we already knew: You can\u2019t depend on the government to solve your problems\u2014especially when it comes to your student loans.\n    <\/p>\n<h2>Payment Pause Extended, Again (November 2022)<\/h2>\n<p>At this point, the pause on federal student loan payments had been extended (for the seventh time, but who\u2019s counting) until January 1, 2023.\n    <\/p>\n<p>But Biden was also really banking on his student loan forgiveness plan to have knocked down borrowers\u2019 balances by then. And since several court orders had indefinitely blocked the forgiveness from going through, the president decided to give borrowers even more time without payments.\n    <\/p>\n<p>So, student loan relief was extended yet again through June 30, 2023\u2014or until a final decision about Biden\u2019s forgiveness plan could be made. And since the Supreme Court ruled Biden\u2019s plan unconstitutional, the payment pause officially ended on September 1, 2023.\n    <\/p>\n<h2>Biden Announces Plan to Forgive Student Loans (August 2022)<\/h2>\n<p>After years of student loan campaign promises, President Biden announced his plan to automatically forgive student loan debt for millions of borrowers in August 2022.\n    <\/p>\n<p>Under this plan, anyone who earned less than $125,000 ($250,000 per household) would\u2019ve had up to $10,000 of their student loans forgiven. And anyone who also received a Pell Grant in college would\u2019ve had an additional $10,000 forgiven\u2014so a total of $20,000 of forgiveness.\n    <\/p>\n<p>This kind of mass student loan cancellation had\u00a0<em>never<\/em><em>\u00a0<\/em>been done before. Many were quick to challenge Biden\u2019s plan because it wasn\u2019t clear if he actually had the power to cancel student loan debt with an executive order. And as it turns out, he didn\u2019t.\n    <\/p>\n<h2>Federal Student Loan Payments Paused With CARES Act (March 2020)<\/h2>\n<p>Back at the start of the COVID-19 pandemic, people who had lost their jobs or were furloughed were having a hard time paying their rent\u2014let alone their student loans. So, in March of 2020, President Trump signed\u00a0the CARES Act\u00a0to help those who were hit hard financially.\n    <\/p>\n<p>Remember those stimulus checks you got? Yeah, that was because of the CARES Act. But it also paused federal student loan payments and set the interest rate for federal student loans to 0%. The CARES Act officially expired on March 27, 2022, but both Trump and Biden extended the payment pause numerous times.\n    <\/p>\n<p>As of September 1, 2023, federal student loan interest rates are no longer set to 0%.
